Cost recovery filed for Lange II generation
Black Hills Energy has requested approval from the South Dakota Public Utilities Commission seeking approval to add a monthly surcharge to customer bills to recover the costs of the new Lange II Generating Station, now under construction in Rapid City.
If approved, the proposed Phase-in Plan Rate surcharge (PIPR) would go into effect in December 2026, when Lange II is placed into service. The surcharge would appear as a separate item on customer bills, providing transparency about the costs associated with this critical system asset.
As proposed, the estimated monthly bill impact would be approximately $19.70 for average residential customers, and approximately $24.26 for small commercial customers.
This surcharge is separate from the company’s rate review request filed earlier this year, which is needed to recover critical system upgrades and improvements made over the past 12 years when electric rates were last set.

South Dakota Electric rates definitions
- Residential: Rate class for customers with a single-family home with one meter.
- Total electric: Rate class for customers with a single-family home with one meter, where electricity is the only source of energy.
- Demand service: Rate class for customers with a single-family home with one meter and minimum usage of 1,000 kWh per month.
- General service: Rate class for customers using electric service supplied at one point of delivery and for which no specific schedule is provided.
- General service – total electric: Rate class for customers using electric service supplied at one point of delivery, where electricity is the only source of energy. Connected space-heating load is not less than 30 percent of the total connected load, and for which no specific schedule is provided.
- General service – large: Rate class large power customers using their entire electric service requirements supplied at one point of delivery. Customers must agree to a billing capacity of 125+ kVA.
